The Role
Lincoln America Inc. is seeking an experienced Federal Business Development Manager to identify, shape, and secure federal service-based contract opportunities. This is not an entry-level sales role and is not a proposal writer position.
This role is structured as a phased engagement:
– Phase 1: Independent contractor (1099) focused on leveraging existing federal relationships, identifying qualified opportunities, and building a viable pipeline
– Phase 2: Transition to W-2, commission-only employment upon demonstrated performance and mutual agreement
Key Responsibilities
– Identify, qualify, and pursue federal contract opportunities aligned with Lincoln America’s services
– Lead early-stage capture activities including customer engagement and opportunity shaping
– Monitor SAM.gov, GSA eBuy, FPDS, and agency procurement forecasts
– Build relationships with contracting officers, program managers, primes, and teaming partners
– Support RFIs, RFQs, and proposal development efforts
– Maintain and manage a qualified federal opportunity pipeline
– Represent Lincoln America at industry days, conferences, and agency meetings
Required Qualifications
– 5+ years of federal business development or capture management experience
– Demonstrated involvement in awarded federal service-based contracts
– Strong understanding of FAR, DFARS, and federal procurement lifecycles
– Experience with federal procurement tools and contract vehicles
– Ability to operate independently and manage the full BD lifecycle
Compensation
– Commission-based compensation tied to awarded federal contracts
– Initial 1099 phase paid per closed or influenced opportunities
– Transition to W-2 commission-only employment with uncapped earning potential
– Commission terms and payout structure defined in written agreements
Work Environment
– Fully remote with flexible schedule
– Eastern Time Zone preferred due to federal agency schedules
– Occasional travel for meetings, industry events, or agency engagements
